Travel Reimbursement Details:

You (Advocates) are eligible for a $300 stipend to defray the cost of transportation to this event. Please identify your travel itinerary and if your transportation costs will exceed $300 and you will not be able to attend without further assistance contact us at randerson@everyonegoeshome.com.

To be reimbursed for travel you will need to provide your original travel receipts (i.e. rail tickets, plane ticket, tolls, rental car, shuttle). Mileage should be calculated using Rand McNally driving directions from your point to departure to Emmitsburg, round trip.

Make a copy for your records and mail the receipts along with the expense reimbursement form to Charles Jaster (16825 S. Seton Avenue, Chapel, Emmitsburg, MD 21727-8920). Class Descriptions:
General Session: The general session will begin with opening remarks by Chief Ronald J. Siarnicki, Executive Director of the National Fallen Firefighters Foundation. Welcoming remarks will be made by the Administrator of the U.S. Fire Administration Chief Greg Cade and Deputy Assistant Administrator Chief Charlie Dickenson. The key note speaker will be Dr. Denis Onieal, National Fire Academy Superintendent. Chief Richard R. Anderson, Firefighter Life Safety Initiatives Program will deliver general remarks about the Safety Summit and make opening remarks along with introduction of the Firefighter Life Safety Initiatives Program Team members.

Facilitation Skills Workshop: Facilitation is a critical skill for coordinating the ideas and contributions of diverse sets of people within organizations. Facilitators play an essential role in helping groups develop consensus on important issues such as ones relative to the elimination of preventable line of duty injury and deaths. This 8-hour workshop (is it really 8 hours? Seems to me there will be a lunch break.) is designed to teach participants the skill of facilitation, and to improve on the skills learned elsewhere.

About the Instructor: Howard Cross is the president and owner of Howard Cross & Associates, a human resources and organizational development consulting company specializing in fire and emergency services interventions. He has extensive experience in organization and human resource development for a large number of private and public sector customers. Mr. Cross is an Adjunct Instructor for the Executive Fire Officer program, National Fire Academy in Emmitsburg, MD.

Building Construction: Tactical Considerations
Instructor: Incident Safety Officer Peter Mc Bride
The concern about the poor performance of the engineered lightweight wood construction under the fire conditions is nothing new. We have known about it for more than a couple of decades. Peter Mc Bride has been a member of the fire services since 1988 and has been serving in the capacity of Incident Safety Officer since 1997. As a fire service officer focused on the safety of firefighters, he has an extensive understanding of fire, its causes and consequences in the built environment. Peter's presentation will articulate why what you don't know about fire behavior and the built environment can and has killed firefighters.

He will examine the latest technologies used and proposed for structures that will dramatically impact the art and science of firefighting.

This includes a review the principles of construction, the types of construction and their strengths and concerns. It is through the review that you will develop an understanding of fire behavior within the type, an understanding of our tactical history and ultimately the need for alternative tactics in structures deemed to be of lightweight during size-up.

FDSOA Incident Safety Officer-Fire Suppression: The role of incident safety officer (ISO) has grown in scope and responsibility. This program provides participants with a proven approach to serve effectively as an ISO at working incidents. It goes well beyond the information contained in the NFA ISO field course. Come prepared to tackle tough firefighter safety issues! The course also serves as an excellent study tool for those wishing to become a certified ISO.

About the Instructor: Terry Vavra is the Deputy Chief of Administration for the Lisle Woodridge Fire District. He is a 30 year veteran of the fire service and has held positions including company officer, training officer and shift commander for the District.

He has been involved in safety since 1989 when he became the Training Safety Officer for the District. In 1992 he began teaching the Fireground Safety Officer class with Dave Dodson. Together they taught hundreds of firefighters and officers all across the country. Terry is also an FDSOA nationally certified Safety Officer and teaches the Safety Officer Academy for the FDSOA.

Deputy Chief Vavra was part of the committee that developed the Illinois State Certification program for Safety Officers in Illinois. He holds two Associates degrees, a Bachelor of Arts degree and a Masters degree in Management and Organizational Behavior. Terry is also certified through the Office of the Illinois State Fire Marshal as a Fire Officer 3.

Initiative Implementation Workshop: In March 2004, at what is known as the Tampa Summit, over two hundred fire service leaders met to discuss ways to meet the United State Fire Administration's goal to reduce firefighter line of duty deaths by 50% in ten years. This remarkable Summit yielded a unique consensus document, the 16 Firefighter Life Safety Initiatives. This workshop will thoroughly review the Initiatives-what they mean and how they can be installed at the fire department level. Participants will have the opportunity to develop "implementation action plans" that can be used as guides for their fire departments. The material for this course was developed by a team of renowned subject matter experts several of whom served on the Charleston Super Sofa Fire Review Team.

NOTE: Arrive Alive and Survive: The Arrive Alive and Survive conference sponsored by the Metropolitan Washington Council of Government which includes presentations on best safety practices, will also be held during this weekend. If you are interested in attending any of the presentations at this conference on Saturday or Sunday you must register for this conference and pay the registration fee. There is no registration fee to attend any of the IPASS classes. Proceeds from the conference benefit the National Fallen Firefighters Foundation. Campus Security Regulations

Due to increased security precautions, students should bring two photo ID's to campus. Please have them with you, not in your baggage. If you do not have the photo ID's, you will not be permitted on campus. Security checks will delay your registration at the NETC.

If you are a student from a foreign country, please be prepared to show your passport or visa at registration.

Firearms are prohibited on campus. Due to heightened security requirements, please understand that security and law enforcement personnel may search you, your vehicle or your luggage. Maryland law is very narrow in its definition of Law Enforcement Officers who may carry firearms. For your own protection, and to expedite your processing into the NETC, do not bring weapons of any kind to campus. Weapons include knives with blades longer than 3 inches, machete, bow and arrows, ammunition, rifles, shotguns, pistols, etc. Sworn/Commissioned and state POST certified officers and federal officers or local officers with concurrent jurisdiction who require a firearm for the performance of required official duties must obtain an exception from the Director of Support Services prior to arrival on campus. If you do arrive at NETC with weapons of any kind without prior approval, your entry to campus will be significantly delayed.

Consumption of alcoholic beverages is limited to the Pub and Log Cabin. Alcohol is not allowed in lodging rooms or vehicles and will be confiscated. If you arrive at NETC with alcohol, or attempt to bring it on campus, your entry to campus will be significantly delayed.

Student Conduct and Dress Code:

Class Attendance and Conduct

Students, instructors, and staff are expected to treat each other with respect at all times. Inappropriate behavior will not be tolerated and may result in removal from campus. Students must attend and participate in all class sessions and successfully complete the evaluation criteria to receive a certificate and stipend reimbursement.

Dress Code

It is each student's responsibility to use good judgment in selecting attire which projects a professional image and is appropriate for both climate differences and classroom activities. Generally, the standard is business casual. NFA staff has the authority to make a determination that a student's attire may be inappropriate. Students whose attire is determined to be inappropriate will be required to change into more appropriate clothing before being allowed to continue class.

Acceptable Attire for Classroom Settings

Males: Shirts with collars, dress jeans, departmental uniforms, and shoes and socks. T-shirts, including departmental T-shirts, are not acceptable.

Females: Dresses, blouses, slacks, capris, dress jeans, skirts, skorts, departmental uniforms, and shoes. T-shirts, including departmental T-shirts, are not acceptable.

Shorts, tank tops, ball caps, etc., are not permitted in the classrooms or the auditorium. Bathing suits/trunks are not permitted outside the pool area. No mini skirts. Bare midriffs are not acceptable. Jeans and T-Shirts are not appropriate classroom attire.

There will be meals available each day for breakfast, lunch, and dinner at the dining hall on campus. All meals are covered by the program. Please note: You must sign in upon arrival at the dining hall for each meal. If you do not sign in you will be charged for your meal. There is no provision for reimbursement of meals off campus.
